search button, no hover

On windows touch devices like the surface, there's apparently no way to hover over the search icon.

You can click it, but then it registers that action as a hover followed by a click. The hover opens the search box and the click immediately dismisses it. There have also been a couple instances of people clicking on the search icon and then being confused by the immediate appearance and disappearance of the dialog.

Let's change the behavior so that the search icon must be clicked to expand. Once clicked the search text box should get the focus. Clicking anywhere else or overing over other menu options should then dismiss the dialog. Maybe there should be a cancel button/control too?
