Tables used for layout have SR navigation quirks

    The tables used to layout some form elements do not seem to be easy to navigate. Areas of expertise table in Add user form seems to confuse the SR. Arrow navigation sometimes does not move from cell to cell, or the SR does move but does not read the table cell content.
