Header sequence out of order

    On Create Event page, "Date Range" is an h4 that is out of sequence. No h3s exist.

    Other pages with these section headers also have this problem.

    This may be something that we accept. While it's not compliant with the MDAS there are other things with more payoff. Or this may be content that is easily configurable and we can make them h3s
