Tool tip for the “Upload requirements” link is not accessible via screen reader.

Fails WCAG SC 2.1.1 Keyboard Priority: Serious When tool tip is active there is no way for a screen reader to access the tool tip text.

• This is a weird edge case that will only happen if a very specific set of fields are in place on a webform.

Retested issue still persists, SR users are still unable to access the tool tip pop up text. It looks like the content is being ignored in the accessibility tree when looking at the div.popover-content
