Update Shibboleth lazy session in .htaccess file for Apache 2.4

We will be moving OCIO Web Hosting to Apache 2.4 in the near future and you'll want to update the lazy session config in the .htaccess file accordingly. The equivalent to what is currently there at the bottom would be:

# Shib lazy session
AuthType shibboleth
ShibRequestSetting redirectToSSL 443
ShibRequestSetting requireSession 0
ShibUseHeaders On
Require shibboleth

Please note the lower-case 's' in the require statement - there appears to be some case-sensitivity somewhere that the current setup is breaking under Apache 2.4.
