People page funkiness

1. OPIC images don't show up when not signed in
2. People profiles can't be clicked on when not signed in, takes you to the directory instead
3. Profile user can't edit
4. People page not organized by role when not signed in
   Comments:

• 3. at some point the User Protect permission for "Change own account" was unchecked for all roles except admin.
• Updated this is cleansource so that all roles are checked except ANONYMOUS, AUTHENTICATED, & UNIT FACULTY/STAFF (Brian Canini - Oct 24, 2018)
