Add custom permission for creating Vocabularies

    Users should be able to edit the name of vocabularies but we don't want them to be able to create new ones. They aren't able to do anything with the vocabularies anyway and creating them causes config pushes to fail.

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
