Need padding on front page of sites with no modules.
Sites with no modules don't have any padding before the footer.
Example site: asccomm.osu.edu

- I didn't take the case of not having anything in the lower blocks on the front page in to account. We'll need to do this through the theme. (Dustin Perzanowski - Sep 23, 2014)
